If you only watched price action, you’d miss the story entirely. Yet within the microcosm of settlement-based firms, this is existential. Their access to European liquidity—the deepest pool for stablecoin trading—just narrowed. They’re migrating to offshore exchanges where spreads are wider and liquidity thinner. Over six months, that raises their cost of capital by an estimated 15-20%. That’s not a rounding error for a startup. Now, the systemic risk synthesis. Belgium acting alone is a test. When Belgium’s regulators read this report—and they will, because they pay consultants like me to trace these flows—they should ask themselves one question: Is your ban actually reducing the capability of settlement-based entities, or is it just pushing their activity into darker corners of the blockchain?
